David Burley
Staff Attorney
As Spectrum’s Staff Attorney, David covers a very broad array of legal issues. He primarily handles a range of Intellectual Property (IP) matters including preparing and prosecuting business applications, investigating adversely held IP and preparing opinions, providing IP legal advice and counsel to all levels of management, leading/supporting contract negotiations and other transactions, and advising Executives and Senior Managers on legal matters relating to business relationships, operations, Human Resources, Finance and other areas.
David Burley served eight years active duty in the U.S. Air Force as an Imagery Analyst for various airborne ISR platforms. While serving, David received his B.A. in Criminal Justice. After leaving active duty, David attended Regent University in a joint program between the School of Law and School of Government. In 2008, he received his Juris Doctor and Master of Arts in Government; while attending Law School David supported Spectrum as an Information Assurance representative for the Air Force.
David is a member of the Virginia State Bar and the Newport News and Hampton Bar Associations. David serves on the Board of Directors for the Spectrum Foundation and The Arc of the Virginia Peninsula. Additionally, David serves on the Leadership Council and the Government Contracting Committee for the Virginia Peninsula Chamber of Commerce and works in the Private Attorney Involvement Program with the Legal Aid Society of Eastern Virginia.
